-- An overview of the Failed States Index and highlights for the 2011 Index
-- Keynote speech by Admiral Mike Mullen (USN), Chairman of the Joint Chiefs of Staff on the challenges that fragile and failed states pose for the international community
-- A debate on the motion, “That Failed States are a Product of Modern Globalization.” Moderated by Foreign Policy magazine Editor-in-Chief Susan Glasser. Debaters include Col. John Agoglia (Ret.), Vice-President of IDS International; Emira Woods from the Institute for Policy Studies; Paul Wood, the President of Pax Mondial; and  Dr. Arvind Subramanian of the Peterson Institute for International Economics.

Apart from the impact on their people, fragile and failed states present the international community with a variety of challenges. In today’s world, with its globalized economy, information systems and interlaced security, pressures on one fragile state can have serious repercussions not only for that state and its people, but also for its neighbors and other states halfway across the globe. The private sector is a key stakeholder in a secure and stable global economy.  The forces of globalization that cause problems to arise in one state or region often affect markets and economies worldwide. The instability created by failing states threatens access to new markets and presence in existing markets for both the government and business. Businesses have both the expertise, including knowing how to adapt to local markets, and the economic incentive, required to positively affect change in key emerging markets.

The Fund for Peace’s annual Failed States Index, now in its seventh edition, is an important tool in highlighting not only the range of pressures that all states experience, but also in identifying when those pressures are pushing a state towards the brink of failure. The Failed States Index is unique in its use of a sophisticated content-analysis software platform that analyzes data from thousands of news and information sources and millions of documents to leverage a comprehensive social science methodology. The result is an empirically based, comprehensive ranking of the pressures experienced by 177 of the world’s countries that is used globally.

The Failed State Index 2011 Launch Event continues a discussion started at the May 2011 BENS Policy Forum about a new holistic approach to a national security strategy, which is especially relevant in a time of budget cuts. The Failed States Index Launch Event and ensuing debate will bring the private industry sector viewpoint into the debate on creating a new framework for national security.
