Integrative healthcare will become the new dominant clinical paradigm, replacing the silos of medicine referring to mental health and substance abuse treatment as specialty care. In this training, Dr. Moore will offer a brief outline of the principle problems in treating poor people, addicts, sex workers, and people with infectious diseases, following up with what clinical skills, cultural competencies, and working conditions can effectively treat these populations in the new healthcare environment. Policy issues about the Affordable Care Act, Mental Health Parity Act, Patient Centered Medical Homes, and Accountable Care Organizations will be woven around the clinical issues to present a blueprint for the future.

Learning Objectives

At the end of this conference, participants will be able to:

1) identify the challenges of a) poverty, b) lack of access to healthcare, and c) and practicing in under-resourced practice settings.

2) list the cultural competencies necessary to work with vulnerable populations such as sex workers, addicts, and those with infectious diseases.

3) summarize the argument for considering behavioral health clinicians to be health care professionals.

4) articulate the controversies in contemporary health care reform which include the Mental Health Parity Act, the Affordable Care Act, and the role of behavioral health clinicians in Patient Centered Medical Homes and Accountable Care Organizations.
