The Public Health Improvement Training (PHIT) on June 2-4, 2020 in San Antonio, Texas, will feature a series of hands-on, skill-building workshops and focused networking around public health performance improvement.

Our theme this year is “Optimizing Your Resources through Performance Improvement.” Using data from Building Skills for a More Strategic Public Health Workforce: A Call to Action and the Public Health Workforce Interests and Needs Survey 2017 (PHWINS), the PHIT Planning Committee has been integrating strategic skills into the theme and content of PHIT. This year, we are highlighting the relationship between resource management and performance improvement. We know that investing in performance improvement can yield great dividends, including measurable results, learning, new partnerships, and more. Integrating resource management skills into performance improvement focuses on strengthening our workforce and fiscal resources. 

PHIT brings together 300 health department leaders, professionals, and experts from national and federal levels as well as local, tribal, territorial, state, and regional levels to explore all aspects of public health performance improvement.
PHIT 2020 welcomes abstract submissions from public health practitioners, experts and national organizations. For more information about abstract deadlines, formats, facilitator funding available, selection criteria, and to submit an abstract, please review the following information carefully.
PHIT has been recognized year after year for offering hands-on practical training with specific tips, real-world scenarios, and application exercises. PHIT’s success is largely based on skilled facilitators who are willing to share their expertise and guide workshop participants through interactive application exercises. Abstract submissions should be geared towards building practical skills, increasing specific knowledge, and sharing effective resources. We highly value abstracts that:
  • Offer a hands-on component to practice skills;
  • Provide activities that enable small group discussion and peer learning;
  • Inquire about and value participant experience in the topic; and
  • Allow enough time for questions, sharing of challenges, and ideas.

Content Areas
Abstracts are sought in the following content areas with an emphasis on “how to” and skill development. Workshops may be proposed for beginners, general practitioners, experienced performance improvement staff and/or health department leadership. We encourage workshops that are applicable to all types and sizes of health department as well as those targeted specifically to rural or tribal health departments.
  1. Resource Management (featured Strategic Skill): Manage workforce development, recruitment and career pathways as well as acquisition, retention, and management of fiscal resources.
  2. PHAB Accreditation or Reaccreditation: Guidance and lessons learned from real accreditation process examples as well as engagement strategies for staff and leadership.
  3. Community Health Assessment or Health Improvement Planning: Innovative and best practice approaches to conducting community health assessment and improvement planning including leveraging multi-sector partnerships, true community engagement including underrepresented populations, cross-sector data sharing and analysis, turning data into information, funding models and taking action on complex issues including social and structural determinants of health.
  4. Performance Management: Guidance on assessing needs, designing and implementing performance management systems,
  5. Quality Improvement: Building a culture of quality, building and enhancing the QI infrastructure and QI Plan, and applying QI models, tools, and techniques.
  6. Strategic Planning: Processes to complete, track, and evaluate organizational strategic planning aligned with the health improvement plan and the performance management system.
  7. Other Strategic Skills: Skill building in any of the following topics areas: systems thinking, change management, persuasive communication, data analytics, problem solving, diversity and inclusion, and policy engagement.
Topics outside of this list may be considered based on relevance and space availability.
Competencies for Performance Improvement
Submissions should indicate which Performance Improvement (PI) competencies are most applicable. Please select a minimum of 1, and up to 3 most relevant competencies. See this resource on PI Competencies for more detail.  

Analytical/Assessment Skills

1. Demonstrates how data and information are used to improve individual, program, and organizational performance (e.g., selection and use of valid and reliable quantitative and qualitative data, data-driven decision making, data management, performance measurement)
2. Uses evidence (e.g., literature, best practices, model/promising/emerging practices) in determining how to evaluate and improve performance

Policy Development/Program Planning Skills

3. Describes how quality improvement, performance management, and workforce development are used to improve individual, program, and organizational performance
4. Coordinates development and implementation of an organization-wide quality improvement plan
5. Coordinates development and implementation of an organization-wide workforce development plan
6. Applies quality improvement, performance management, and workforce development frameworks, methods, tools, and models to improve individual, program, and organizational performance
7. Evaluates the effectiveness and quality of the organization’s quality improvement, performance management, and workforce development plans and practices
8. Integrates quality improvement methods into organizational policies, plans, programs, and services
9. Aligns quality improvement plan and performance management system with other organization and community plans (e.g., strategic plan, community health improvement plan, workforce development plan, communication plan, all hazards emergency operations plan)

Community Dimensions of Practice Skills

10. Describes how quality improvement, performance management, and workforce development can be used to achieve equity within the organization and health equity within the community
11. Uses input of and feedback from internal and external customers in developing, implementing, and evaluating quality improvement, performance management, and workforce development activities
12. Collaborates with others internal and external to the organization (e.g., relationships with HR office, partnerships with health systems) in developing, implementing, and evaluating activities to improve individual, program, and organizational performance

Financial Planning and Management Skills

13. Demonstrates interpersonal skills that support activities to improve individual, program, and organizational performance (e.g., encouragement, optimism, compassion, empathy, resilience, recognition of the value of performance improvement)
14. Builds teams from all levels of the organization to improve program and organizational performance
15. Coordinates development and implementation of an organization-wide performance management system
16. Uses evaluation results and the performance management system to improve individual, program, and organizational performance

Leadership and Systems Thinking Skills

17. Develops skills of others within the organization in quality improvement and performance management
18. Ensures continuous improvement of quality improvement policies and programs, the performance management system, and workforce development policies and programs
19. Advocates for the use of quality improvement, performance management, and workforce development methods, tools, and practices throughout the organization (e.g., creates organization buy-in, overcomes resistance, communicates value, develops a culture of quality, supports a culture of learning, encourages innovation)

Workshop Learning Objectives

Workshop Format
The following options for abstract submissions are available:
  • Facilitate a 90-minute Breakout Workshop: Submit an abstract to facilitate a hands-on skills-building breakout workshop.
Please note that PHIT 2020 will not include a poster session, but instead will focus on interactive, skills-based training.

We invite abstract submissions from any public health practitioners, experts and national organizations. We encourage health departments with a rural, frontier, or tribal focus to submit an abstract. Applicants may submit more than one abstract. More than one abstract may be selected by the review panel.
Facilitator Benefits and Travel Funding Support for Abstracts
Make an impact on the field by providing a workshop style training based on your own lessons learned, how-to guidance and tips, and tools or resources that can be used by others.
For accepted abstracts, one (1) facilitator will be supported per the NNPHI travel policy. An overview of the travel support offered includes:
  1. PHIT registration fee waived 
  2. Transportation to PHIT up to $600 reimbursed
    1. Examples: Train, Car, Flight
  3. 3 nights hotel room and tax at designated training hotel covered 
  4. Meals during PHIT days and associated travel days reimbursed
  5. Associated travel costs according to the travel policy
    1. Examples: ground transportation and parking reimbursed
  6. Scholarship does not include rental cars (unless pre-approved) or reimbursement for extra days for personal travel.

Selection Criteria
The abstract review panel will include both internal NNPHI staff and external partners. Selection will be made based on abstracts that:
  1. Focus on one or more of the PHIT content areas, and include components reflecting the PHIT 2020 theme and health equity.
  2. Describe practical application of skills or information of value and relevance.
  3. Demonstrate quality and interactivity of the proposed workshop activities.
  4. Include tools, templates, or other resources to share with participants.
In addition to meeting the selection criteria, abstracts will be selected based on ensuring diversity across topics and meeting attendee’s needs (e.g., level of experience, jurisdiction).

Abstract Submission Instructions
  • After reviewing the selection criteria (see above), complete one submission per abstract.
  • We recommend referencing this Submission Worksheet and typing your responses in your own word processing application. Once you have the draft finalized, you can check your spelling, grammar, and word count before you copy and paste into the application.
  • Multiple abstracts may be submitted by one facilitator.
  • Up to two workshop facilitators/facilitators may be included in one abstract submission. Please note that only one facilitator will receive the waived registration fee and travel support described in the section labeled, “Facilitator Benefits and Travel Funding Support for Abstracts”.
