Billie graduated from North Carolina State University with a Bachelor of Science in Food Science and from Pace University with a Masters in Public Administration. She worked in New York for the Westchester County Department of Social Service (DSS) working her way up from an Eligibility Examiner, to a Program Coordinator. She supervised in the areas of Child Support Enforcement, and eligibility certification for Temporary Assistance to Needy Families, Food Stamps, and Medicaid. Billie also implemented Electronic Benefit Transfer for Westchester County DSS recipients. She worked with IT and various program areas to develop computer applications. In 2010 after 23 years, Billie left DSS to work for the USDA in Child Nutrition as Program Analyst. In December of 2012 Billie, joined the SNAP Quality Control Branch as the Project Manager for the SNAP Quality Control System.
