Michael-dharma Irwin is the Quality Assurance Manager for the Arlington County Department of Human Services, where she provides leadership for performance measurement and quality improvement initiatives. Michael-dharma has an extensive background in quality management in intellectual and developmental and behavioral health systems. At The Arc Prince George’s County, she developed quality and compliance metrics for a provider of residential and vocational supports serving 600 adults with developmental disabilities. She also led the staff development team in redesigning an intensive training program serving 120 new employees per year. At Bergen’s Promise Inc., Michael-dharma oversaw quality improvement initiatives for a behavioral health case management agency serving 500 youth and their families. Major initiatives included enhancing the quality of chart documentation and adapting documentation formats to meet new state and federal requirements. She also worked with the IT and clinical management teams to design timely, relevant and action-oriented reports for supervisors to use in improving the quality of services. Prior to entering the human services field, Michael-dharma worked for the McGraw-Hill Companies, supervising the scoring of large-scale educational assessments. She trained and supervised teams of up to 200 project staff, and developed reports to measure inter-rater reliability and accuracy. She received a master’s degree from Western New Mexico University with interdisciplinary work in the fields of psychology and business.
