Subsidized Child Care Compliance Activities in North Carolina

This workshop, presented by the North Carolina Division of Child Development and Early Education is targeted to those interested in Subsidized Child Care Assistance Program monitoring activities. The CCDF Act of 2014 places increased emphasis on compliance with program requirements. Participants will learn how North Carolina, with a state-supervised, county administered program, is implementing compliance activities related to administration of the subsidy program by local agencies that are subrecipients and child care providers who care for children receiving subsidies. Specifically, participants will come away with knowledge of how the Subsidy Compliance Units are organized and the activities of the units. North Carolina began the work of monitoring agencies that administer the subsidy program in 2001 and added evaluation of provider activities in 2017. This workshop will offer information on the North Carolina CCDF Plan, the North Carolina Administrative Code and other documents which support the work of the units. Screen shots of tools used in North Carolina will be shown. Participants will be asked to share their states' approaches to compliance activities in the areas of program implementation and provider compliance and reflect on what they might add to implementation of compliance activities in their states. There will be ample time for questions and discussion.
