Dr. Stella Porto, Learning Specialist, Inter-American Development Bank
Stella C. S. Porto is a Learning Specialist at the Inter-American Development Bank. She leads a team developing and managing online training in areas of development in Latin America and the Caribbean. Previously, she was the director of the Masters of Distance Education at UMUC. She holds a DSc and MSc in Computer Science and a MSc in Distance Education. Stella's research interests involve educational technology and online course design.
