Devin Reaves, MSW, Pennsylvania Harm Reduction Coalition, Executive Director
Devin Reaves, MSW, is a person living in recovery since 2007. As a community organizer and grassroots advocacy leader, he has expanded access to the lifesaving medication Naloxone, implemented 911 Good Samaritan policies, and developed youth-oriented systems. Devin works to build constituencies of consequence that lead to meaningful public health policy
changes for individuals with substance use disorders. He is co-founder and executive director of the Pennsylvania Harm Reduction Coalition (PAHRC). PAHRC’s mission is to promote the health, dignity, and human rights of individuals who use drugs. Recognizing that social inequity, criminalization, and prejudice silence those who are most affected by drugs, PAHRC advocates for policies that improve the quality of life for people who use drugs and people in recovery as well as their communities. Devin received a master’s degree in social work from the University of Pennsylvania School of Social Policy and Practice, with a focus on community and organizational change. He has a bachelor’s degree in human services from Lynn University. He serves on the Camden County Addiction Awareness Task Force and the Association of Recovery Schools’ board of directors.
