Rachel Gragg, Office of Employment and Training, Supplemental Nutrition Assistance Program,USDA Food and Nutrition Service
Rachel Gragg joined USDA's Food and Nutrition Service in December, 2014 in the new Office of Employment and Training (OET). Her work at OET focuses on helping States develop and expand robust, job-driven SNAP Employment and Training (E&T) programs that connect SNAP participants to stable, well-paying jobs, move them toward economic self-sufficiency, and reduce their need for nutrition assistance. Before joining FNS, Rachel was the Federal Policy Director at National Skills Coalition (NSC), where she worked on a number of issues, including WIOA, SNAP E&T, TANF, and budget and appropriations. She is widely recognized as an expert in Federal workforce development policy. Prior to NSC, Rachel was a Senior Policy Analyst and the Center for Community Change and a Legislative Assistant to the late Senator Paul Wellstone (D-MN). Rachel has a BA in Sociology from the University of Texas and earned her MA and Ph.D. in Sociology from the University of Washington.
