Emily Madden is a Program Analyst at the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation (ASPE). Before joining ASPE, Ms. Madden served as a Social Science Research Analyst in the Administration for Children and Families. She has expertise in data analytics, data governance, and child welfare research. Her portfolio has centered on analysis of the Adoption and Foster Care Analysis Reporting System (AFCARS), the National Child Abuse and Neglect Data System (NCANDS), and expanding research using this data by incorporating other national datasets of interest. Ms. Madden has 10 years of experience in child welfare and human services research and holds an MA in Psychology from Catholic University of America.
