Lawrence B. Bolton is currently serving as a Special Counsel to the Deputy Director/Chief Counsel of the Legal Division for the California Department of Social Services (CDSS). Mr. Bolton previously served as Deputy Director/Chief Counsel for CDSS for 18 years, where he was responsible for supervising 190 legal staff who provide support for California’s Human Service Programs, including TANF, Food Stamps, In-Home Supportive Services, Adoptions, Child Welfare Services, Foster Care, SSI/SSP and the Community Care Licensing Program, including day care centers, family child care homes, adoption agencies, foster family agencies, group homes and social rehabilitation facilities. He also served as Chief Counsel for the California Health and Human Services Agency.

Larry is past President of the American Association of Public Welfare Attorneys (AAPWA). He was previously appointed by the Chief Justice of California to serve on the Judicial Task Force on Court/Community Outreach. He has served as a member of the Sacramento County Grand Jury. Larry was also appointed by the Chief Justice of California to serve as a member of the Blue Ribbon Commission on Foster Care Reform, and was recently appointed by the new Chief Justice to a two year term on the Commission. He was also asked by the Judicial Council to serve as a member of the 2012 California Court Improvement team.

Mr. Bolton has spoken on Child Welfare and Elder Abuse issues at the National Licensing Institute, the American Bar Association, and has served as Legal Education Instructor for the California District Attorneys Association. He also served as a consultant to the California Attorney General’s Child Abuse Commission.

Larry is the recipient of the Distinguished Service Award from the California Consortium for the Prevention of Child Abuse and in 2009, he was awarded the “Unsung Heroes” award by the Youth Law Center’s Loren Warboys. This award is for “people who have made a difference for children, youth and families affected by juvenile justice or child welfare systems”. In 2010, Mr. Bolton was honored with the Distinguished Service Award by the American Public Human Services Association Attorney Affiliate.

Since 2014, Mr. Bolton has served as President of the Foster Youth Education Fund, a Northern California Charity assisting former foster youth who are pursuing higher education.

“In 2019 Larry was appointed to the Board of Trustees of First Star, a National charity whose Mission is to help prepare high school age foster youth to attend college.”

Mr. Bolton is a graduate of Santa Clara University and the University of California, Davis School of Law.
